Land use is one of the most important aspects of community planning. In Westmoreland, the county and its incorporated towns maintain separate planning and zoning authority.
Comprehensive Plan
Guidelines for the future use and development of land within the County's jurisdiction are set forth in its Comprehensive Plan. The Planning and Transportation Commission develops the Comprehensive Plan.
Zoning Ordinances
Westmoreland County has updated the Zoning Ordinances as of April 12, 2006.

Additionally, the ordinance may be viewed Monday - Friday, 8:30a -
4:30p at either the Land Use office or the County Administrator's office
located in the George English Building in Montross. Copies will also be
available in each of the three county branches of the Central
Rappahannock Regional Library.

Promotes long term sustainability of homes and neighborhoods within the county.

Erosion and Sediment Control Ordinance [PDF 71KB]
Adopted in 1975, this ordinance helps protect the water and land resources of both Westmoreland County and the Chesapeake Bay by controlling sediment pollution from development.
Flood Plain Management Ordinance
Westmoreland County adopted a Flood Plain Management Ordinance in 1987. It is designed to prevent the loss of life, health and safety as well as the disruption of services and unnecessary expenditures resulting from floods.

Land Application of Biosolids
Westmoreland County Code provides for regulation of the land application of biosolids, commonly known as sludge. Applicators must obtain a permit from the Virginia Department of Health prior to the application of biosolids. Westmoreland County personnel monitor applications to ensure compliance with regulations.
