Under the direction of the Board of Supervisors, the County Administrator leads the operations of the county government to meet the needs of the citizens of Westmoreland County, recommends policies, assists in setting priorities concerning the provision of programs and services that provide the highest quality of life to county residents and visitors. The County Administrator ensures compliance with federal, state, and local laws as well as maintains open communication with various sectors of the community.
James P. Taylor is the County Administrator of Westmoreland County, appointed by the Board of Supervisors effective December 1, 2024.
Jim has worked in local government for the past 24 years, most recently as Deputy County Administrator for Hanover County. He has a bachelor’s degree in government from the College of William and Mary and a master’s degree in public administration from Virginia Commonwealth University. He is an ICMA Credentialed manager (ICMA-CM) granted by the ICMA Executive Board through a peer review credentialing process. The ICMA Voluntary Credentialing Program recognizes ICMA members qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development.
Jim is past president of VALHSO, the Virginia Association of Local Human Services Officials and the Virginia Chapter of the Public Sector HR Association (formerly IPMA-HR). He has participated in the Senior Executive Institute at the University of Virginia and Leadership Metro Richmond. He has served on the boards of the Virginia Local Government Management Association and Thrive Birth to Five.
Jim and his wife Kelly have four children.

The Assistant County Administrator assists the County Administrator with day-to-day operations of the County, including policy development and implementation, general administration and oversight of departments. This position fulfills the duties and responsibilities of County Administrator in his absence. She is the FOIA Officer for Administration & Board of Supervisors.
