Citizen’s Permit Portal

Online Permit Application and Fee Payment

Permit applications may be submitted online at Westmoreland County’s Citizen’s Permit Portal.  Once your online application has been submitted and processed, staff will email you an invoice for payment of the associated fees. Fees may be paid online through the same website, by mail, or at the George D. English Sr. Building (111 Polk Street). Payment instructions will be included on the invoice. Please note that applications for principal structures and other projects that require large and/or sealed plans will most likely need to be conducted in-person at the George D. English Sr. Building. Contact the Land Use Administration office at 804-493-0120 with any questions.

Comprehensive Plan and Community Planning

Planning staff work closely with you, your neighbors and elected officials to develop a consensus-based vision for our future.

Land Use & Zoning

We make sure new development complies with codes and ordinances designed to protect our environment and ensure compatible land uses.

Soil and Water Conservation

Industry, construction and farming are just a few of the activities that can affect soil and water quality. We work to balance land productivity and environmental quality.

Wetland Management

Wetlands are beautiful and useful. Managing them well is essential to your quality of life in our county, which lies between two rivers.

Building Codes

Building codes, permits and the inspections that come with them ensure that your new construction is safe and able to stand up to environmental conditions.

Regional Planning

As a member of the Northern Neck Planning District Commission, we work with Richmond, Northumberland and Lancaster counties to identify and address land use opportunities and challenges that transcend county borders.
